If you’re authorised to use the Entry in Declarants Records (EIDR) process under the Simplified Customs Declaration Process (SCDP-EIDR) when moving goods from Great Britain to Northern Ireland, there are important changes coming into effect.
What’s changing from 1 May 2025?
From 1 May 2025, the Goods Vehicle Movement Service (GVMS) will be updated for all movements into Northern Ireland using the EIDR process. These changes are being introduced to meet the Notification of Presentation (NOP) requirements, while keeping any new data burdens on traders to a minimum.
To support this, the following information will now need to be provided when obtaining your Goods Movement Reference (GMR):

ENS Movement Reference Number (MRN)
-
Local Reference Number (LRN)
-
Procedure Code (if the goods are ‘at risk’)
This update allows HMRC to access the required data using information already submitted through GVMS and the Entry Summary Declaration (ENS).
Understanding ‘at risk’ and ‘not at risk’ goods
If you are unsure whether your goods are ‘at risk’ or ‘not at risk’, we recommend using the ‘at risk’ option in GVMS and including the relevant Procedure Code.
You can continue to include multiple declarations under a single GMR, as before.
How to use GVMS with EIDR
When completing your GMR, you (or the person completing it on your behalf) will need to:

Select ‘Entry in Declarants Records (EIDR)’ as the declaration type.

Choose the appropriate risk status – ‘not at risk’ or ‘at risk’.

Enter the required information based on the option selected:
For ‘not at risk’ goods:

Select the EIDR ‘not at risk’ option.

Enter the ENS MRN and LRN for each consignment.

If someone is completing the GMR on your behalf, you must provide your LRN so they can complete it correctly.
For ‘at risk’ goods:

Select the EIDR ‘at risk’ option.

Enter the ENS MRN, LRN and intended Procedure Code (for example, 4000).

If someone is completing the GMR for you, provide them with both the LRN and the Procedure Code.
Each consignment will need its own ENS MRN entered in GVMS.
If you hold a NOP waiver
For businesses that have a NOP waiver in place, the process will be more straightforward. You will only need to provide the ENS MRN for each consignment to obtain a GMR.
Make sure to inform your haulier or whoever is completing the GMR that you are using a NOP waiver, and provide your XI EORI number linked to your waiver authorisation.
